ISEC actively aims to beat the bank bill index by holding short-term investment-grade bonds (mostly bank paper with short maturities). Price is very stable, minimal capital gain or loss. At 0.12% it's slightly more expensive than BILL but targets a modestly higher yield than pure cash ETFs. Think of it as a step between pure cash (BILL, AAA) and short-duration bonds (VAF).
